The California Department of Transportation (Caltrans) is a $27 billion agency of the State of California. They oversee some 50,000 lane miles of highways, maintain 13,000 bridges, provide permitting of more than 400 public-use airports. Yet in a state with a black population of around six percent (6%), African Americans make up less than 1% of all awarded contracts. What numbers we should analyze as to fair participation? What can be done?
