This area is the most demanding area in the game but using the settings I have will ensure the fps stays at least at 30. In less demanding areas the fps averages at around 35-40 and indoors it stays close to 60 fps.

This game is definitely playable on a GTX 1650 if you're willing to look past some graphical sacrifices. But Bethesda should have spent more time in optimising it for lower end GPUs.
