Upon arrival, contact was made with VICTIM. Who stated that Akins was at her door banging on it but there is a no contact order in place. VICTIM  Advised Akins went around the back of the residence and that she believed that he went toward the road. I canvassed the area for  Akins, after confirming there was a no contact order in place with the VICTIM as the protected party. The no contact order was confirmed by dispatch. I made contact with Akins at the back door of another apartment. Akins was placed under arrest. Akins was placed into my patrol unit and began kicking at the window and the door.

 I asked him to stop, and he began again kicking at the window. Officers then used leg restraints in attempts to hobble Akins. Akins began to stiffen up his body as if he was a board while he was being placed in the leg restraints. Attempts were made to ask Akins to unstiffen his body, but he refused. When he unstiffened his body and was sat up in the vehicle, while still in the leg restraints, he again started kicking the window and the doors. 

While transporting Akins to PCRDF, Akins continued to attempt to kick out the window of the vehicle, along with kicking the doors. Report number was given to the VICTIM, and she was advised on how to obtain a copy. A blue backpack with misc. clothing and grooming that belonged to Akins was found at the backdoor of the residence and was taken and placed in storage for safekeeping.
