Tendered Vote may happen due to the error or mistake by the First Polling Officer while striking out the Name of Elector in Marked Copy of Elector Roll.
This Video explain how the special situation of Tendered Vote can be handled by the Presiding Officer and the First Polling Officer during the Poll.
It also explains how Form 17 B (List of Tendered Votes can be filled up. How Item 8 of Form 17 C (Account of Voter) can be filled.

An elector reporting to the First Polling Officer with a pre-casted vote, termed as a ‘tender vote’. A tender vote ca not be allowed to cast by Electronic Voting Machine. The voter will be issued Tendered Ballot Paper and the presiding Officer will keep the Ballot Paper in a specific Envelope.
Causes of Tender Vote: an error or a mistake by the First Polling Officer or an impersonator (rare instance).
The presiding Officer will Fill up Form 17B andiIssue Tendered Ballot Paper, explain the Voting Procedure to the voter and Keep Record in Account of Voters (Form 17 C).
Tender vote situation may happen in case of Blind and Infirm Voters.
Follow the procedure for Companion about age and secrecy in form 14 A under Rule 49 N.
Now allow the voter & Companion to vote by Tendered Ballot Paper.
