Ms Phillips was accused of "racist and bullying behaviour" after a row on twitter with Katharine Birbalsingh issuing an open letter to the Parliamentary Commissioner for Standards .

Katharine Birbalsingh says: "There is an unconscious bias on the left where too many think that black people should not lean Conservative."
