Dual Filter Box Fan Air Cleaner - Can I make a 2 stage dust filter?

So many people try to tape a single filter to their box fans for shop dust collection. Last time I tried it, my expensive MERV 13 filter clogged right away. I was curious what would happen if I attach a 4 inch MERV 13 filter, then attach a MERV 8 filter for a 2 stage filter
