I decided to go to a remote area and test both types Elven (Sunhallowed and Bloodcursed) arrows from the new Dawnguard DLC expansion. Fantastic effect. You must shoot directly at the sun for the effect to occur. Auriel's Bow is amazing.

~Bloodcursed Elven arrows (provided by Serana) cause the sun to become dark, allowing you to roam in Vampire form freely during the day.

~Sunhallowed Elven arrows (provided by Knight-Paladin Gelebor) create an even brighter sun, shooting beams of light onto and damaging enemies in your vicinity.
