PH senator: Emergency powers not needed to solve Manila traffic | Headstart

Just finding an excuse for the lack of an efficient traffic solution. That's what Philippine senator Grace Poe believes is the reason behind the renewed calls for emergency powers to be granted to the president to solve Metro Manila's traffic problem.
