Pakistan’s plans to allow Starlink’s satellite-based internet services have hit a major roadblock due to rising concerns over data security, geopolitical sensitivities, and growing competition from Chinese firms. Government officials fear that Starlink could bypass Pakistan’s monitoring and regulatory systems, potentially transmitting sensitive consumer data beyond state control.
Authorities currently maintain strong oversight over internet infrastructure through Pakistan Telecommunication Company Limited’s majority stake in undersea cables. However, satellite-based internet services pose new challenges, as officials worry they may not be able to monitor, regulate, or suspend connectivity during security situations, particularly in remote regions like Balochistan.
Political considerations have also played a role. Sources suggest Islamabad is cautious about upsetting Washington amid strained ties between Elon Musk and US President Donald Trump, especially as Pakistan seeks to improve relations with the United States.
At the same time, Chinese satellite firms are aggressively pursuing entry into Pakistan’s market, positioning themselves as strong competitors to Starlink. Despite interest from five companies, Pakistan’s Space Activities Regulatory Board has yet to finalise the licensing framework, citing the need for stronger safety mechanisms.
Together, security risks, geopolitical calculations, and strategic competition are slowing Pakistan’s satellite internet rollout, leaving Starlink’s future in the country uncertain for now.
