Former agriculture undersecretary Fermin Adriano claims there is a sugar shortage in the country but only in refined sugars. He says there is a problem in qualifying the shortage due to confusion between washed, raw, and refined sugars.

"We're relatively sufficient in terms of the raw sugar... But definitely, we have a shortage in terms of refined sugar... And these are the ones being used by your bottling companies, food processors, so we need to be able to distinguish between the two," he explains.

Adriano also weighs in on the recent sugar raids of the Bureau of Customs, saying it is also difficult to determine whether there is sugar hoarding or not.
