pattaya can be ok to some people as if it rains it doesnt make much difference only if the bars get flooded
but generally around ISSAN is mainly rice fields and the more rain the better as alot of water is needed for rice production, there is alot of open space as well
it tends tobe in the tourist area with all the concrete buildings and roads where you get alot of flooding as the drains cant cope with sudden torrential down pours
mainly in issan the roads are passable as the fields absorb the rain water
