A Baltimore man arrested three years ago is filing a civil rights lawsuit against Baltimore County and one of its police officers. The law firm of Billy Murphy is representing Andre Holness in the case against the county, Walmart and the Signal 88 security company. In March 2020, Officer Christopher Sell arrested Holness outside the Walmart in Arbutus. Holness said he was trying to get a money order for a client but didn't have his identification. The complaint alleges police were called after an argument started between Holness and a Walmart employee. Video shared by Holness' legal team shows Sell tackle Holness from behind during the arrest. According to the complaint, Holness was charged with assaulting a police officer.
