Former IAS Officer Debashis Sen began his talk with a 2002 picture of a barren land which, in under 25 years, was turned into the Green Smart City of Newtown, with a major contribution from him. In the initial days, he felt he was being tied down to a small project while his fellow officers were shaping state laws and central policies, but he still stuck to it. While in London, he visited a Madame Tussauds Wax Museum, got inspired, and asked them if they wished to expand into India, into Kolkata, but the answer came as "India, yes, but not in Kolkata." Despite the disheartening response, Mr. Sen was instrumental in founding the Mother's Wax Museum in Newtown, which is one of the largest in India. He further talked of designing Newtown into an 8-80 township, and "making evenings vibrant". He also mentioned how they founded the Ekante Cottages, and though HIDCO was an Urban Development Company, they learned about hospitality and turned it into a popular vacation destination. He talked about how Artificial Intelligence now has a deep impact on our lives and utilized technology in shaping Newtown to be the confluence of Art, Technology, Culture, and Citizen, as it is today. Mr. Debashis Sen is an innovative bureaucrat and visionary leader who is pioneering Smart Urban Development and Citizen Centred Governance using technology and sustainable design.
