In the horrific Bahelgaon terrorist attack, 25 Indian tourists and one Nepalese citizen were executed in cold blood—targeted deliberately and killed in execution-style shootings. The brutality of the attack has sent shockwaves across India and the global community.

Unsurprisingly, many within Pakistan reject any connection between this terrorist act and the Pakistani state, claiming it was the work of rogue non-state actors. However, this denial runs contrary to decades of documented patterns and on-record admissions.

During the Cold War, Pakistan acted as a staging ground for the Mujahideen, funded heavily by the U.S. to counter Soviet forces.

After the Soviet withdrawal, this terror infrastructure, including trained militants and logistics systems, was redirected toward India, especially in Kashmir during the late 1980s and 1990s.

This policy effectively turned Pakistan into what many analysts and Indian officials describe as a “terror factory”—where the apparatus built for proxy war continued to be used to destabilize Indian territory.

India has suffered the consequences of this approach for decades: from Kashmir to urban terror strikes, the human cost has been immense.
