The Climate Action Secretariat, the Ministry of Labour, Citizens' Services and Open Government, and GeoBC together managed to lever the private sector to achieve government goals by operating a leading-edge environmental application contest.

The A4CA contest is the:
• First Canadian computer application development contest;
• First North American app contest focused on a single topic;
• First Venture with open data by a provincial government; and the
• First national contest ever run by the Province.

The website attracted 15,000 visitors and 150 registrants. Canadian developers submitted 19 web and mobile applications. The grand prize winner, Velo, allows organizations to graphically track their greenhouse gas emissions.

Despite its scale and ambition, the contest was inexpensive to develop and manage. Private and not-for-profit sponsors provided many key elements -- from creating the contest website, to holding webinars, to providing more than $40,000 in prizes.
