If left alone, honeybee swarms will generally pose little to no risk. Bees only defend an established nest. Because a swarm is out looking for a new home, they have nothing to defend and are usually extremely gentle. The best option is to keep a distance and call a beekeeper to have them safely relocated.

This video is a demonstration of how passive a honeybee swarm can be when handled gently by an experienced beekeeper.

When I witness a hive swarming, I like to see if I can find and cage the queen before she gets buried in the bivouac of bees that cluster around her.

I could pop the caged queen in a hive, let the swarm find her, and move in, but if I have the time, it's always thrilling to let them come to me.

I highly recommend it if you have the time and EXPERIENCE working with swarms. The big caveat is this: while bees are in their most docile state when swarming, the bees in our region are generally very gentle anyway. This may not be the case in other parts of the world.
