Trooper's Report:

On 4/16/2024 at approximately 1448 hours, Troop A Dispatch advised North Little Rock Police was in pursuit of a red Dodge
Ram 1500 Northbound on US 67/167. NLRPD advised the reason for pursuit was for Theft of Property charges. I, Trp. M.
Leddon, waited for the pursuit at 67/167 NB before the Redmond Road Exit.

Upon the pursuit approaching my location, I activated my emergency equipment and took over the primary unit for the pursuit. I
notified dispatch that I was primary. I quickly noted that there was a break in traffic and began to align for a Tactical Vehicle
Intervention (TVI). I positioned the front passenger area of my unit at the rear driver side area of the suspects vehicle. I made
contact with the suspect vehicle causing it to rotate to the left 360 degrees. The vehicle was able to drive out of the TVI, and
continued northbound on 67/167. The vehicle then became stuck in traffic near the Gregory Street Exit. The vehicle abruptly
braked and then struck a citizens vehicle. I attempted to pin the vehicle to prevent flight, but the suspect continued driving. The
pursuit continued northbound. I found another opening in traffic and began positioning for another TVI by positioning the front
passenger area of my unit at the rear driver side of the suspect vehicle. The suspect started merging left attempting to block my
TVI. I struck the rear of the suspect vehicle causing the vehicle to rotate left 90 degrees. The suspect vehicle then struck the
left wall. The suspect vehicle rode on top of the wall for a short distance and then rotated left another 90 degrees before landing
back on the roadway facing south. The vehicle then struck the wall on the right. I struck the vehicle to pin the vehicle.

I exited my patrol unit and drew my department issued firearm. I gave the suspect commands to show his hands. I then
instructed the suspect to exit the vehicle. The suspect stated he couldn’t. I then advised the suspect to climb out of the window.
The suspect was making no attempts to exit the vehicle. I then grabbed an arm, while a NLRPD officer grabbed another we
pulled the suspect from the vehicle. The suspect was taken into custody.
While checking the scene, I located a small baggie containing a white crystalline substance in the area of the TVI. I provided
this evidence to a NLRPD officer who stated it was similar to the baggie located in his pocket. I then checked my patrol unit and
located minor tire scuff on my front passenger side fender. I did not see any other visible damage. The Power Steering Warning
light was on in my unit and my alignment was slightly off to the right.

Trooper A. Garrison arrived on scene and worked the crash with the citizens vehicle (202406949ASP). The driver was
transported to the hospital with head, neck and back pain. NLRPD provided me with report number 24-29339 for their report.

No other ASP property sustained damage and no ASP Personnel were injured during this event.
