Each department of a company can build their own goal tree. The goal of the goal tree of a given department is then translated in one of the critical success factors or necessary conditions of the goal tree of the hierarchy level above.

What is crucial is to make sure that the goal trees of the lower levels are clearly connected all the way up to the goal of the overall system to avoid spending time and effort on things which do not contribute to the ultimate goal.
