Watch Mr Kuldeep Jain, Founder and Managing Director, CleanMax, a leading Rooftop Solar Developer commenting on the distinct features within the commercial & Industrial (C&I) sector. He says, "C&I side, the good news is that industrial factory or a commercial enterprise today moving solar would save anywhere between 35 to 40% of the cost of grid electricity price without a rupee of CAPEX investment in the event we were investing for them and selling them electricity. So, the savings are very high, you get it essentially at 35% or discount compared to grid power. So, that is a great proposition from a regulatory or policy perspective. A few things which I think the government could do to accelerate that, one is to have maybe a standardized state Rooftop Solar policy. We have as many Roof Top Solar policies as we have states. Everyone has a certain different policy. What happens is that, at a policymaking level and government level they say "Oh have you got Net Metering everywhere? We are quite delighted that we have Net Metering everywhere but what the states have done is okay. There's political pressure to get Net Metering done. But let us do this. Let us keep an artificial cap of say half a megawatt or one megawatt per Solar installation in anything in life you have an 80-20% of your Rooftop Solar Installations will allow account for 80% of the national capacity. But here the top 20% of our Rooftop get Solar Installations capped out at half a megawatt or one megawatt per installation because of these artificial Net Metering constraints. So, if The Central Government were to provide a model state Rooftop Solar policy which they can then use other tools such as if they are recapitalizing discounts, they can ensure that the such a policy is adopted in full by the discount before they grant. So, the centre cannot force a state to adopt something. But between the Centre and the state there is a lot going on and there are other ways and means to ensure adoption. You may still have a few states who are not adopting what the centre is prescribing. But even if you could get to 70- 80% of the states adopting a model Net Metering and state Rooftop Solar Power policy that would be a big, big win. And that is what I think is one thing which is in an easy fix. It is like a Monday morning easy to do kind of thing and gets rolled out over a year.
