Anytime you attach a deck to a house, you should always remove the siding from around the deck ledger board and flash that connection. Most of the builders in Louisville KY (and other places I'm sure) ignore this rule. They slap the ledger board on top of the siding and bolt it through. This creates holes (from the bolts for water to wick in behind the vinyl siding and rot the wall of the house out.

This particular house was about 6 months old, and already leaking inside the basement. I do this check on all my home inspections (if I can get to the wood inside) to make sure you aren't dealing with major failure like this.

The fix here is to remove the deck, replace the rotten wood on the back of the house. Put it all back together, and make sure it is flashed correctly this time.
