This presentation at the European Evaluation Society conference 2022 is on a paper based on a qualitative process evaluation that is layered with an experimental impact evaluation of an aquacultural value chain development project in Bangladesh. The project aims to improve farmers’ incomes, local entrepreneurship and household nutritional outcomes by implementing a number of market-based productivity-enhancing, entrepreneurial training and nutritional behaviour change communications interventions. Enhancing women’s economic and social empowerment by integrating them into fish value chains is another important objective of the project. However, COVID-19 disrupted the original project plans. This required the implementing partners to adapt their strategies and interventions in order to meet project goals. The process evaluation examines: (1) how project interventions and strategies were redesigned and adapted in light of COVID 19 (2) how the quality of implementation affects the level and distribution of impacts and benefits and (3) how process evaluation data can be used to strengthen impact evaluation designs. Part of the process evaluation was conducted remotely because of restrictions on travel. The presentation will share insights on how the process evaluation was conducted remotely, best practices that were followed as well as some findings on the impact of COVID-19. COVID-19 has increased the need for agility in project implementation and design. Process evaluations can be especially helpful in such contexts because they help to answer what kind of impacts may be expected from projects.

The process evaluation methodology:

Evaluators use a mix of online Interviews, in-person and phone surveys to understand processes. While online interviews worked with some stakeholders, phone surveys allowed us to reach a wider sample of people who directly participated in the project. The evaluation helped us to understand how the project was adapted to the changed context, key challenges that were faced and strategies to overcome these as well as the consequences of these choices on project outcomes. Thus, it helps answer how and why some outcomes can be expected while others may not be observed at the end of the project.
