"I pray to God Almighty that this commission, that has been entrusted with this daunting task of national importance, will utilise all of its knowledge, expertise and authority to produce a final version. Such a version must reflect our nation and citizens' wishes, expectations, hopes and national aspirations so that when presented to the forthcoming Loya Jirga, it receives a speedy confirmation."

STORYLINE

Afghanistan's government has taken its first steps towards creating a new constitution.

The commission responsible for having the document written recently held its first meeting.

The commission must produce a draft of the new constitution by the end of October.

The document will then be debated by a loya jirga, or grand council, before being enacted into law.

The commission has 35 members, seven of whom are women.

Its head, Nayiamatullah Shahrani, said at the April 25 meeting that a new constitution would help in Afghanistan's reconstruction.

Commission members also held a conference with President Hamid Karzai and former king Zahir Shah at the presidential palace.

The former king gave his blessing to the work of the commission and said he hoped the new constitution would reflect the wishes of the Afghan people.

Karzai's administration, which took over after the fall of the hard-line Taliban regime, is operating under an amended version of a 1964 constitution drafted under the former king.

Afghan women have long endured discrimination and violence.

The Taliban, who ruled most of Afghanistan from 1996 to 2001, imposed a harsh brand of Islamic law.

Under their rule, girls were banned from attending school and most women were not allowed to work, or even leave their homes unaccompanied.
