HB 3423 - An act appropriating the sum of Fourteen Billion Six Hundred Million Pesos (P14,600,000,000) as supplemental appropriations for FY 2013 and for other purposes
EXPLANATORY NOTE
Successive calamities and disasters, natural and man-made, severely affected the country this year, including, but not limited to, the devastating typhoons "Labuyo", "Odette", "Pablo", "Sendong", "Santi", and "Vinta, the 7.2 magnitude earthquake which jolted the Visayas, including Bohol and Cebu, and the armed conflict and unrest which affected Zamboanga City. The onslaught of the most recent supertyphoon "Yolanda" extremely damaged the Central Philippines, and practically flattened the provinces of Leyte, Eastern Samar, Capiz, Aklan and the northern areas of Cebu, Iloilo and Palawan.
The execessive destruction wrought by these calamities and disasters have brought extreme anguish, pain and suffering to our people, and caused major damage to property, infrastructure and facilities, such as roads, bridges, schools, hospitals, buildings and other structures, which now requires targeted efforts of the national government to implement extensive repair, rehabilitation and reconstruction works and activities in the areas affected by these calamities and disasters.
This bill seeks to appropriate the amount of P14.6 billion to supplement the FY 2013 Budget under the General Appropriations Act of 2013 (Republic Act No. 10352) for the purpose of augmenting the Calamity Fund to ensure that rehabilitation services to these affected communities/areas shall continue and that the repair and reconstruction of permanent structures, including other capital expenditures for disaster operations and rehabilitation activities, shall be sustained.
