The fix was to replace the vehicle immobilizer. It was about $350 and had to be done through the dealership.

This happens about once a week where I have issues starting the car. Sometimes it will tell me "steering wheel locked", "move steering wheel", "vehicle immobilizer active".

This time it took me 5:45 to start the car. Sometimes this can just take 30-60 seconds.
