Here I list "All Ways to Break Mel out of Jail" in Fallout 4. This is during the quest "The Big Dig" for Bobbi No-Nose. And I have to say, I've been yearning for a jailbreak. Which is happening right at the Diamond City jail. Perhaps there are some tiny details that you missed when trying this out.

I love making these type of videos where you get to decide the best ways to play out a mission, or choosing among the hardest decisions for something. In Fallout 4 there are a lot of secrets and rare encounters that are prime for that kind of thing.
