Can you complete a chapter using only the Viskam?

Byleth's army ran out of money due to violently protesting working conditions in Fodlan for 4 months. With only 20g left to her name, the cheapest option was to buy a bunch of 1g Viskams from random travelers and prepare for battle at the Tailtean Plains.

Can Byleth and company defeat Rhea, Dimitri, and the Kingdom Army with a bunch of 1g Leather Shields?

Note: This is not the actual clear of Chapter 17. I just like the idea of viskam-ing an entire map.
