Who needs Pandemonium and Brothers when you have a moderate amount of Brv gain up, HP dmg up and Steiner lol. Jk, they are still useful.

Boss related:
Reduction: Brv dmg: Brv Gain = 80/70

Orb (non-lethal): -2 (player action)/10
+1: when player character gets Brv gains before acting

Obviously, Krile and Steiner would work. I think Brv regen also works and something like Maria's trap would may work, but I don't have to confirm it.
It is quite apparent that outside of summon and BT, you cannot maintain the orb, unless you allow the boss to go multiple times just so you can regen off-turn. The orb attack (+version) gives the boss 3 turns of moving behind your turn and cleansing all debuffs. It becomes super heavy hitting if you fail to break the shield since it will gain HP dmg up. The recast puts a speed down and an action delay up debuff onto your party, so bring some debuff evasion of cleansing and mitigation.
That being said, the recast and the orb attacks are both dodgeable. So if you have true blind from Kimahri, Leila (dodge + accuracy down) or Rydia who allows the party to have 3 times of a jail free with 100% evasion, you are set.

Other boss mechanics:
Attack Stance + Shield:
At the start and 49%, the boss most usually goes into an attack stance and gives itself ATK up and BRV dmg up. It is not vital to dispel these two as I have eaten an orb attack with these two on before. The attack stance comes with a shield , HP dmg up, 70% additional reduction to HP dmg outside of launch attacks, turn deletion and delay prevention (including break). It is imperative that you break the shield or the HP dmg up and Tempest+ (orb attack) will mostly wipe you without special counter measures. If you break the shield, only the framed turn mechanic would remain, the HP dmg up and dmg reduction would be lifted.

Regen:
At 69% and 29% Boss would put up a green aura (textbox says something about recovery power) and get on-turn BRV and HP regen. Launching with 200K dmg will dispel the buffs. However, if you use someone like Quistis or hyper-DPS race the boss down, there is no need to worry about this because it only regens when it is having a turn.

BRV gain and Anti-force break:
At 69%, 49% and 19% the boss would delay itself and be anti-force break for 1 turn (textbox: Something similar to getting nutrients from the earth). It will gain a large amount of BRV (eventually close to 200K). So BRV shaving is needed. Tbh unless the boss cleanse the debuffs with the orb attack and those debuffs are vital to your BRV dmg, it should not be hard to manage in this day and age even though the reduction is 80 and the boss delays itself to allow time for you to deal with it.

Regarding Steiner:
Not sure why I saw people think Steiner is not a support character, but he is one since Chaos era with party battery and ATK down. With his LD, he becomes a constant party battery unit even if it is his off-turn.
His rework moves him to a support unit that basically does 3 or more HP dumps on all attacks.
EX extension gives him a crap ton of BRV dmg up, gain up and overflow. He also starts with his S2 buff and max recast. His EX buff now extends to a party wide that grants ATK, mBRV, overflow up.
Both EX and LD attacks features 100% AoE dmg. Though S1 still does not
have any AoE dmg, with 50% splash on S2 and 100% AoE on others, he is quite potent in a 3 target situation.

His LD gives him the Krile EX gimmick that regardless of enemy or player turns, you will always get 50% of Steiner's mBRV battery to the entire party. Since this is based on his mBRV, you can throw all of those mBRV spheres onto him that you normally don't want to use on anyone else to amplify this effect, even the solo ones.
His LD framed buff gives party-wide 20% HP dmg, 20% BRV gain, 200% DEF, and 30% HP dmg reduction and 20% mHP regen. Combined with his 70% ATK down, he does cover most of the mitigation and healing on his own, being supporting on multiple fronts.

While I would not say he is a must pull, he does enable a lot of silly comps that work very well, especially launch comps or comps that involve characters that uses other people's BRV like Ignis, Sherlotta (next LD) and Ursula. Stalling and consecutive turn characters would also abuse this effect without it falling off, unlike Krile's such that you can battery every one.
In this run, Ramza BT amplifies 90% mBRV, Quistis give 50% mBRV and Steiner himself does it as well. I did not even employ brothers' 30% mBRV blessing and the combined BRV gain up from Quistis and Steiner, including their C88 is 60% (vs 70% reduction), and they got 66K+ per turn and amplified into pretty much full HP dmg without Pandemonium. So I think Steiner is far from the "underwhelming" tag that people stick onto him.
His CA may not feature the gimmick but it does give the full version of stat buffs including 20% BRV gain (even Porom's is gimped).
