Since launch, I've been sending bug notifications about Bard not properly counting level progress, but have been ignored due to the volume of people claiming he's Bugged because they misunderstood the card.

This is irrefutable proof that he is bugged. As you can see, the progress is counted for the Dragon's Clutch I cast out of combat, but the one I cast while declaring blockers is not counted. All burst speed buffs I've tested with hin have the same issue.
