In 2009, Raven Software began working on a third person action games based on the James Bond franchise for Activision, who obtained the James Bond license in 2006. The game was going to adapt Ian Fleming's short-story Risico and expand upon it. The game was put on hold as Raven Software was asked to develop map packs for Call of Duty: Black Ops and ultimately canceled as Activision let the license expire in 2013.
