International lawyer and manager with 30+ years working in trade and customs issues, investment, business and labor, commercial, and regulatory law and policy.
Currently consulting from the USA as CEO of Lockett International LLC. Most recently worked as Vice President, Global Government Affairs, responsible for the market access and trade facilitation work at Huawei Technologies, the world's #1 telecom equipment company, based in Shenzhen, PRC. Previously worked in Jakarta, Indonesia with ASEAN, as Chief of Party of a technical assistance project sponsored by USAID and the U.S. State Department. Extensive experience in the Middle East and Asia, as well as Europe. Worked for 3+ years in Hanoi, Vietnam, for international law firm, Baker & McKenzie, co-leading their Asia/Pacific trade and customs practice. Previously worked 3 years in Jakarta as Senior Trade Lawyer at the Indonesian Ministry of Trade, sponsored by USAID, and as Chief of Party for the $13.5 million Indonesia Trade Assistance Project. Earlier worked in Washington, D.C. for the U.S. Government, in the Office of General Counsel for the Department of Commerce, where primary responsibilities involved representing the U.S. Government at the World Trade Organization, NAFTA, Federal Courts, and other related international trade matters. Substantial international trade/customs, immigration, and corporate/competition law experience in private practice. Significant capacity building and training experience. Served twice as Chief of Party for major USAID projects. Until 1996, resident partner in charge of the trade, customs and regulatory practice in Brussels of a major Wall Street law firm.
