What was the importance of Republic Act (RA) No. 10368 or the Human Rights Reparation and Recognition Act of 2013?

When the Human Rights Victims’ Claims Board (HRVCB), a creation under RA 10368, officially closed on 12 May 2018, it completed processing reparations for a total of 11,103 victims of human rights violations during Martial Law. Among these sufferers were victims of killing; enforced disappearance; arbitrary detention; torture and other cruel, inhuman, and degrading treatment or punishment.

The passage of Human Rights Reparation and Recognition Act of 2013 is seen as a component of transitional justice in the Philippines. With this law, the Philippine government sought to provide compensation and recognition to victims of human rights violations during the period of martial law under the dictatorship of Ferdinand Marcos Sr. The said law is part of a broader process of transitional justice in the Philippines, alongside truth-seeking, prosecution, reforms, and other various measures meant to prevent the recurrence of new, wide-scale violations.

RA 10368 also established the Human Rights Violations Victims’ Memorial Commission (HPassing into Law of the Human Rights Reparation and Recognition Act of 2013RVVMC), “primarily for the establishment, restoration, preservation and conservation of the Memorial/Museum/Library/Compendium in honor of the [human rights violations victims] during the Marcos regime.” By remembering, we honour the struggles of those who fought to restore democracy. It also stands as a reminder of how unity and hope may end violence and oppression.
