This video was produced some years ago and whilst the railway safety rules have, of course, changed since then the principles of the repair work shown still represent best practice.

Whilst it is preferable to carry out this work within a "Green Zone" it is perfectly acceptable for it to be done whilst traffic runs at line speed provided the necessary protection arrangements are in place.
