Meet IAS officer RC Sinha – India’s top infrastructure builder on the Real Deal. He is the man responsible for constructing the world-class Mumbai-Pune Expressway in just 30 months as well as the flyover boom in the 1990’s in Mumbai. And the rapid infrastructure creation in Hyderabad after he was called to Andhra Pradesh by the then Chief Minister Chandrababu Naidu.

Sinha believes world-class infrastructure can be built at good speed and at a low-budget if officers use all the rules and regulations at their disposal to penetrate the system. He informs that the quality of infrastructure can be strong if tight supervision is maintained and procurement of material is done from credible players. He complains that today’s officers do not spend enough time on site to monitor construction closely. Even the quality and service standards have dropped and the blame for it lies more on the bureaucrats than the politicians.

Was it easy to educate people on the importance of paying Toll on these new bridges and expressways? He recounts the episode of persuading Home Minister LK Advani to pay toll on the day of an inauguration to send a message across the board.

The three politicians who he has worked with and he admires are 1) Nitin Gadkari 2) Chandrababu Naidu 3) Yogi Adityanath. He admires Nitin Gadkari for his proactive and non-interfering nature as a Minister. He believes Chandrababu Naidu is a visionary with a rigorous work schedule and ability to create a whole new city by himself. As a man born in Uttar Pradesh, he compliments the current Chief Minister Yogi Adityanath for transforming the state in a short period of time.

He shares the story of being on the committee that was planning the Mumbai Trans Harbour Link in the 1970’s which was headed by JRD Tata. He claims there is a government resolution to the effect that whenever the MTHL will be built it would be called the JRD Tata bridge.

Sinha compliments the quality of large infrastructure projects in Maharashtra – be it the Atal Setu, Coastal Road and Samruddhi Expressway. But he points out that the costing for these projects is too high even after adjusting for the cost in land acquisition.

Which city has the best and worst roads? Sinha’s view is that the worst roads are in Bangalore which he assigns a rating of 3/10. He says Kolkata roads have improved but highlights a key problem in infrastructure creation wherein officers procure material from unqualified players.
