To unlock this fight in Mare Nostrum, you'll have to be in a world state where everyone is pursuing Deus Maris' egg. While progressing through this world, you need to fight 3 Hard difficulty battles at 3 different whirlpools while on a raft before the final event of Mare Nostrum. Afterwards, you will get the option to switch to the 'ultimate raft' at the port upon the final event appearing, which you'll have to bring over to the vortex. Taking any other boat will just result in the regular boss fight and ending.

Also, my showstopper being denied in the first fight hurt. :(
