Finding Bagley is a side quest in Watch Dogs Legion that doesn't become available until completion of the main story. This quest gives you 8 corrupted photos that you must use to find the matching building in the world to take a photo. After finding the 8th, you'll get another, numbered 4.5. You take a picture by holding up on the Dpad and hitting square.
