In the game of yugioh, monsters have levels that determine whether or not you can normal summon them without having to tribute other monsters. While levels 1 to 4 can be normal summoned regularly, levels 5 and higher require one to two tributes to be normal summoned. Level 5 monsters require one tribute to be normal summoned, meaning the level 5 monster will have to be good enough to warrant the tribute in the first place. This was especially true during the classic era of yugioh, where the ways to special summon monsters were few and far between.
