This is Axel's intro cutscene that was left on the PAL VERSION disc. If European players remember playing this game, ALL the cutscenes, loading screens text, driver bios and animations were removed due to a Australian health organisation deeming the game as "distasteful" and refused to let Sony release the game as it was originally intended. Turns out the cutscenes weren't removed. Every character has their cutscenes but surprisingly, the secret characters originally had more, implying their story was going to be more fleshed out than what they would have already. Yellow Jacket had an Intro and Outro but the other characters ONLY had Outros. Now, there are more goodies I found.

I found this in the "MOV" folder with the other cutscenes by converting all the files in it to VLC Media Player. The file name is "X11A.PSS."

Unfortunately, there is no audio for the cutscenes.

I asked David Jaffe himself about characters from the first two games possibly returning during development and Axel originally having a prologue cutscene.

He said: "It's been so long. I honestly don't recall. I think the hidden vehicles were a later addition to the game which is why the cutscenes had a lower production quality, because they weren't part of the original planned crew, if my memory serves that is. "
