The United States Department of State has raised serious concerns over the gross 'Human Rights Violations in Indian Illegally Occupied Jammu & Kashmir and in India.' In its annual report on the 'Human Rights Situation', State Department highlighted "Significant Human Rights Violations," particularly extrajudicial killings perpetrated by the police and in its chapter on India in the "2021 Country Reports on Human Rights Practices" it noted that Muslims in India and IIOJK are vulnerable to communal violence and discrimination.

The report maintained that since 2019, Indian authorities have booked more than 2,300 persons in approximately 1,200 cases under draconian law, 'Unlawful Activities Prevention Act (UAPA).' It also pointed out the "Torture and cases of cruel, inhuman and degrading treatment or punishment by some police and prison officials and the arbitrary arrest and detention by government authorities."

State Department also expressed concerns over the "Restrictions on freedom of expression and the press, including violence, threats of violence or unjustified arrests or persecution against journalists, censorship and site blocking, overly restrictive rules on non-governmental organisations and restrictions on political participation.

Last month, the United Nations special rapporteurs also confirmed the international and widespread concern about the unilateral removal of the special status of IIOJK and it has emphasized on the need for protection of Indian Muslims and Kashmiri Muslims. This is the first time in recent times that US has directly implicated Indian government officials in 'Human Rights Abuses'.
