Open cases are system-created cases when a taxpayer fails to file a return for a given taxable period required for filing, either monthly, quarterly or annually. Taxpayers' Obligations. Whether you like it or not, you have to register your business to the BIR to formalize and legalize your operations.

Under Revenue Memorandum Order 041-11, an open case refers to a case created by the Returns Compliance System of the BIR in a situation where a registered taxpayer has been identified by the BIR's system to have failed to file the required tax return within the prescribed due date.

Settlement of BIR Open Case

The only way to close the open cases are to file the tax returns and pay the tax due and other charges online, thru authorized agent banks and thru revenue collection officers.
