In Grand Theft Auto: San Andreas, CJ cannot enter San Fierro or Flint County at the beginning of the game for both narrative and gameplay reasons:

1. Narrative Reason

Early in the story, Officer Tenpenny and the C.R.A.S.H. unit are framing CJ for the murder of Officer Pendelbury. Tenpenny explicitly tells CJ during the opening sequence that he is not to leave Los Santos, threatening him with arrest or worse if he tries to flee the city while they have him "under their thumb."

2. Gameplay Mechanics

The game uses a "Restricted Area" system to pace the story. If you attempt to cross the bridges or swim/fly into San Fierro, Flint County, or any other locked region before the designated mission, the following happens:

4-Star Wanted Level: You will instantly receive a 4-star wanted level.
Police Response: Police cars, helicopters, and SWAT teams will immediately hunt you down, making it nearly impossible to explore safely.
Physical Barriers: The main bridges connecting the islands are physically blocked by yellow road barriers and "Road Closed" signs.

How to Unlock Them

These areas are officially unlocked after you complete the mission "The Green Sabre." Following this mission, CJ is exiled from Los Santos and dropped off in the Badlands (Whetstone/Flint County), and the bridges to San Fierro will be opened.

To unlock the final region (Las Venturas and the desert), you must progress further and complete the mission "Yay Ka-Boom-Boom."

Los Venturas and Bone County are locked for the same general reasons as San Fierro, though they remain restricted for even longer.

1. Narrative & "The Earthquake"

While the primary story reason for CJ being stuck in Los Santos is Officer Tenpenny's orders, the game provides a broader environmental reason: a major earthquake.

Early in the game, radio news reports and NPC dialogue mention that an earthquake has damaged the bridges and roads connecting the regions.
The authorities use this "emergency" as a justification to blockade the bridges and keep residents (and CJ) contained in their respective zones while "repairs" are underway.

2. Gameplay Progression

Los Venturas and the desert (Bone County/Tierra Robada) represent the final tier of the game's map. They are intentionally kept off-limits to ensure you experience the story in order:

The First Lock: All areas except Los Santos and Red County are locked at the start.
The Second Lock: After the mission "The Green Sabre," San Fierro and the surrounding countryside (Flint County/Whetstone) are unlocked, but Los Venturas and Bone County stay locked.

3. How to Unlock Los Venturas & Bone County

You must progress through the San Fierro storyline. These final areas only become legally accessible after you complete the mission "Yay Ka-Boom-Boom" (where you blow up a crack factory for the Triads).

Once this mission is finished, you’ll get a phone call from a mysterious contact (Toreno) telling you to meet him in the desert.
At this point, all bridge blockades are removed, and you can enter the desert and Las Venturas without getting an automatic 4-star wanted level.

Fun Fact: Even if you use cheats to fly into Bone County early, you will still trigger the 4-star wanted level. Additionally, if you enter the Area 69 military base in Bone County at any point in the game without being on a specific mission, you will instantly get a 5-star wanted level and be targeted by Surface-to-Air Missiles (SAMs).
