January 8, 2024—at approximately 11:01 hours, the Federal Investigation Bureau received actionable intelligence regarding a multinational arms trafficking operation scheduled to occur along Berth 27 at the Port of Los Santos. Intelligence further indicated that several high-ranking fugitives affiliated with the Madrazo Cartel were expected to be present. Due to the elevated risk profile and the suspects’ known history of violence, the Los Santos Police Department activated Metro Division, with tactical support requested from NOOSE. The operation was designated as a high-risk warrant service and arrest operation.

At 11:21 hours, as officers moved in to make contact and issue verbal commands, multiple suspects opened fire with automatic weapons. Officers were forced to take cover and return fire. Despite repeated commands to surrender, suspects continued firing, striking several police vehicles and forcing officers to reposition. During the exchange, Metro Police Officer Daniel R.
