I KNOW! This is not allot of testing but after spending pretty much 4hours of really active mini game with 725 fishing mastery. I kinda to see at least 1 legendary. Harpooning ain't it Chief.

Stats:
1xThicc harpoon - 49 greens, 27 blues and 11 goldens.
At Guru 2 fishing it got me: Green 0.04 Blue 0.05 Yellow 0.12xp

Yes, yes. "You shouldn't expect a legendary fish only after 4 h* . But then even if I get a legendary, what if I get the lowest tier, like the 10mil one? It doesn't gain me the boost of spending over 4 hours spending so much time. So yea boys and girls, harpooning ain't it, BUT at the end of the day - WE NEED MORE TESTING. So go harpoon. Enjoy!
