What Exactly is a CDD?

Hi, I’m Jomar Concepcion with The Friendly Real Estate Group, and today, I’m breaking down everything you need to know about CDDs, or Community Development Districts, so you can make a confident home-buying decision.

A CDD, or Community Development District, is a special-purpose government framework in Florida. It’s used to finance and maintain infrastructure and amenities in planned communities, like roads, utilities, parks, pools, and even clubhouses. Essentially, it’s how developers create those gorgeous neighborhoods we all love without paying upfront for everything themselves.

When a developer plans a community, they establish a CDD to borrow money through bonds. Homeowners then repay these bonds over time through their property taxes. So, instead of paying one massive upfront fee for all the amenities, costs are spread out over several years.

CDD fees are typically listed as part of your property tax bill. They’re broken into two parts: the bond repayment (which is the principal and interest) and the operations/maintenance fee, which keeps everything in the community running smoothly.

Fees vary depending on the community and its amenities. On average, you might see CDD fees ranging from $1,000 to $3,000 annually. Some communities with luxurious amenities could have even higher fees.

Here are some of the benefits of a CDD: Beautiful amenities you can enjoy from day one, lower initial cost of purchasing a home since the infrastructure costs are financed over time, and everything stays well-maintained through the operations budget.

And here are a couple of drawbacks: It’s an extra expense on top of your property taxes, and you’re paying for these amenities even if you don’t use them.

A CDD isn’t necessarily a bad thing—it’s just something to be aware of. If you’re considering a home in a community with a CDD, factor the fees into your overall budget. And remember, these fees are what help create and maintain the neighborhoods that make Florida living so special.
