You are here because grain shipme- i mean unknown reasons and show of force, and your master decided to follow a note from a certain old game.

This entire city must be purged.

... Overall this is back to the roots of Concolor1 being an arse with mission designs. From awful starting position, through alliance between enemies once you are detected and stupid fail conditions to being forced to clear the entire map. I'm getting demonetized for this.
