Earlier, India had 29 central labour laws that were complex and overlapping. These have now been merged into four Labour Codes: The Code on Wages, the Industrial Relations Code, the Social Security Code, and the Occupational Safety, Health and Working Conditions Code. These codes were passed by Parliament between 2019 and 2020. The Central Government has notified the codes, but they have not been fully enforced nationwide yet. Labour being a Concurrent Subject under the Constitution, states are required to frame and notify their own rules for implementation. Until most states notify their rules, full implementation remains on hold. Major changes include a uniform definition of wages across laws, increased flexibility in hiring and retrenchment for larger establishments, legalisation of fixed-term employment with benefits similar to permanent workers, expansion of social security coverage to gig, platform and unorganised workers, simplification of compliance through fewer registers and online filings, stricter notice requirements for strikes and layoffs, and an overall aim to balance ease of doing business with worker protection.
