Retired Lt.-Gen. Guy Thibault, chair of the board of the CDA Institute, says federal budget constraints are having a ‘significant effect on the Canadian forces.’ Thibault says investments are being made in the military's future capabilities but not in the operations, maintenance and infrastructure — and if active members of the forces aren’t seeing that kind of investment, it's 'adding to the problem.’
