How to Write a BORING Villain - Despicable Me 4

Despicable Me 4 seems to be a very divisive film to say the least disregarding this extremely weirdly positive review it has on Rotten Tomatoes, but there is one thing that I don't thin anyone can disagree on and that's on how Maxime Le Mal is the WORST Villain they could have made.
