Turns out Sally can be reliably stunned if you destroy all 4 "wing" tanks and do enough damage. The robot has no health bar here, but it takes about the same amount of damage that you would expect to do on mission 31 or 50 to stun the robot here. Note the mini-stun I got to register at 5:10 by doing enough damage to the chest area. I'm not sure of all the specifics of how this works, but it appears that you just need to hit the chest area enough to cause the reactor inside to overheat.
