PRAYERS
a. The Quazi Judicial proceedings shall be conducted on the principles of Natural Justice. GAD circular KMA/ 2007/ 1182/PK 65/07/06 (M.A) dt. 12.12.2007.
b. The Information Commissioner shall record in the order all the violations committed by PIO and FAA with regards to section 4, 6, 7(1), (9), 8, 19(5), GAD circular KMA/ 2007/ 74/PK154/07/06, GAD circular MMA/ 2019/ PK 50/01dt. 25.6.2019.s
c. Action against PIO u/s 19(8), 20 (1), (2) RTI act and direction to record these penalties/ compensation and disciplinary action taken in the service register and confidential report of PIO.
d. Penalty amount shall be deducted from salary of PIO. Copy of the Receipt of penalty amount deducted from salary of the PIO shall be provided to the applicant.
e. Recommendation for disciplinary action against PIO and FAA as per circular 31.3.2008 and 25.6.2019 within stipulated period.
f. All Information sought shall be provided free of cost.
g. The Information commissioner shall specifically mention in his order whether this information shall be denied to Parliament and Legislature on the grounds on which the RTI applicant has been denied.
h. The Information Commissioner shall confirm in the order whether the information sought has been uploaded on web site and is updated as stated by PIO & FAA. In accordance with section 4(2) of RTI act.
i. The penalty / compensation / disciplinary proceedings shall be entered in the service register and confidential report of PIO and FAA. Copy of the same shall be given to complainant in accordance with Regulation 4(XV) of The Central information Commission (Management) regulation 2007.
j. The Information Commissioner shall conduct the proceedings in the 2nd appeal by strictly following and implementing the below mentioned amongst others
i. Rule 11 ( clause ii & vi) the Right to Information Rules 2012: procedure of deciding appeals
ii. Regulation 4(XV) of Central information Commission (Management ) Regulations 2007: powers and functions of the Registrar
iii. Regulation 12 of Central information Commission (Management ) Regulations 2007: : filing of counter statement
iv. Regulation 18, 19, 20 of Central information Commission (Management ) Regulations 2007 : evidence before Commission
v. Section 7(1) (9), 8, RTI act.
vi. Section 18(3)(4) RTI act.
vii. Section 19 (5) (8) RTI act.
viii.Section 20(1) (2) RTI act.

x. GAD circular dt. 31.3.2008, 25.6.2019
