Section 25 of the Pedestrian Crossing Regulations states that vehicles (which includes bicycles) must give precedence to pedestrians on a Zebra Crossing. This doesn't mean that you have to wait until they've cleared the crossing before you proceed.

This lady is clearly unaware of the law and obviously hasn't read the Highway Code.
